Transition Policy
An integral, district-based environmental strategy is applied to areas undergoing a change of use. This transition policy has to be flexible enough to encourage the dynamism of the area. It also has to take account of the plans up to 2030, as changing an area from industrial use to housing and other urban functions requires a long lead-in time.
