City & Environment Plan Interim Law

The City & Environment Plan Interim Law is intended for application in complex areas like CityPorts Rotterdam, where a good balance has to be struck between living and working. It's important to consider each case individually.

The City & Environment Plan ensures good environmental quality, a district-based approach and a meticulous process. The district-based approach involves consultation between national, regional and local authorities and businesses, organisations and local residents. City & Environment is especially applicable when determining permitted noise levels.

The City & Environment Plan follows three interrelated steps:

  • step 1: integrating environmental interests and taking appropriate measures as early as possible in the design process;
  • step 2: making optimal use of the space in accordance with the existing regulations;
  • step 3: deviating from the existing legal environmental standards if no optimal environmental quality can be achieved in the first two steps.
